Can I use RTP without Velocity?

Yes. Use single-server mode and no proxy/Redis setup is required.

What does /rtpqueue do?

It waits for another queued player, matches the pair, then teleports both near the same random overworld location.

Why are Nether or End locked?

When SETTINGS.LOCK-DIMENSIONS is enabled, a player must enter that dimension at least once before RTP to it becomes available.

Why does an operator still get a cooldown?

The cooldown bypass is deliberately not granted automatically. Enable the config switch and explicitly grant rtp.bypass.cooldown.
